Yes, that is an electric fence, to keep out the hordes of scavengers (and I'm not talking about the ravens) who would otherwise be running rampant throughout the dump at all hours. Seriously, though, there seems to be a very strong "re-use-reduce-recycle" ethic in Yellowknife. The dump is also a social experience, especially in the warmer weather, where people will come for the day to hang out, check out the bargains, and socialize with the other scav- I mean the other progressive environmental activists and virtuous civic-minded citizens.
